I read somewhere that in the last few years or so it was becoming more common amongst well established artists that were sick and tired of the world tour grind, but I have no idea how much is serious argument and how much is justification for any decline in popularity.

I think that's about right, yeah. After that point she made another album in the vein of her first ones that I guess was not as successful, and then started changing paths, doing a duet album of classic covers with Tony Bennet and then a more low-key intimate one, and got into acting, doing also the songs for the A Star is Born soundtrack. So I guess it's fair to say that she exploded into mega-stardom with her first couple of records, and then branched out and diversified to explore other artistic facets (if you're kind to her career) or started winding down and had to look into new opportunities (if you're unkind).

The flopped one is when she decided to act like she was a superstar who could do no wrong and act in a more 'artistic' manner. That didn't work out so well and then yeah she started exploring these other opportunities.

I do wonder if she would be popular if she repeated her early work / if she's just not interested in doing so.  She's had an album between that weird Bennet Affair and acting which also had a very different sound (less dance, more ballad).

Checking her discography on wiki, it seems that her recording career was more or less like this:

Pre-2008: Early career, obscure stuff done prior to "becoming" Lady Gaga.
2008-10: Breakthrough with "The Fame", which was a massive global success that catapulted her to stardom.
2011-13: "Born this way" published, to great global success, but not as much as "The Fame". She probably reaches her peak celebrity around this time (meat dress era, and so on).
2013-14: "Artpop" published, which flopped. Still a Platinum record, but on a clear downward trend.
2014-15: "Cheek to cheek", the duet album with Bennet, her first non Platinum record. Starts moving away from her "Gaga" persona, so to speak, and into other, maybe more conventional stuff. Starts getting into acting with a role in the "American Horror story" TV show.
2016-17: "Joanne", wich gets Platinum level sales again, but is a clear move away from her earlier material into more intimate and personal songwriting.
2018: "A star is born" soundtrack and movie stardom with it.

So, I guess it's fair to say that her commercial career as a massive pop star was basically between 2008 and 2013 (let's bookmark it between "Poker Face" and "Applause"), and after that she's moved away from her earlier stage into a maybe more mature one.
