I'm willing to bet the majority of the players I listed grew up in Canada, started out playing 3 down football, and were recruited by US colleges (and later went into the NFL).  I know a handful even played in Canadian universities, then went to NFL camps.  Plus there are a few more than you'd think who actually have gone from CFL to NFL.  As was pointed out they usually don't become superstars in the NFL, but they fill roster spots and contribute.
