The horizontal axis is either measuring girth or percentile.  It can't do both.
Bad labeling. The vertical axis is measuring girth(circumference) in a unit of length(cm).

Since no one will take me up on the puns....

The rainbow coalition will be better judges of this data but from my years of being in various locker rooms the averages seem a bit lower then I would have expected.  The report says there is no or very weak correlation between penis size and the size of feet or hands and a weak correlation with height so it would seem that athletes are not necessarily a self selecting group.

It was a meta-analysis, a paper summarizing the conclusions of other studies and papers.  So those papers were from around the world, but "The greatest proportion of the participants in the present meta-analysis were Caucasoids."

The paper also suggests "It is not possible from the present meta-analysis to draw any conclusions about any differences in penile size across different races."

You never know - the same penis might have been measured twice in different studies.
