It is more of an issue of whether their loyalty is now divided in some way.  The examples you gave would not put loyalty in question.  For example, the generals in question were given the awards because of the way they discharged their office and obligations to their own nation.

Likewise the people honoured for stopping a knife attack would put their loyalty to the USA in question.

We have the same prohibition here - although not in our written constitution.  It is more of a constitutional norm that your nation codified.
