I think one of the design decisions was that resources are finite and the end game is essentially the bronze age collapse. Haven't played myself, but I guess the idea is to hold back the inevitable?

As said it's definitely realistic, it makes sense.
But it's presented in a wrapper of a normal total war game. It doesn't really work.

I encountered the same problem back when I played it, and it was fixable, although sadly I don't remember exactly what I did since it was some time ago. Cursory google says to force DX11.

Oh, and Final Fantasy Tactics gets remastered and comes to Steam in September:

The remaster includes the original game, playable with its original graphics and interface, along with the English translation used in a previous remaster, 2007's War Of The Lions. Or, if you're looking for some quality-of-life upgrades, you can switch to an enhanced version which promises "a renewed interface, extensive additions and adjustments to the story, [and] fully voiced dialogue."

Remake or remaster of a previous remaster updated of an earlier PS1 game b which adapted Tactics Ogre (Super Nintendo) gameplay for Final Fantasy. 

Also available for consoles. War of the Lions was released originally for the PSP (Sony).
