In my particular case, the Visa was issued via the US Embassy in Spain (after providing a letter from the uni certifying that I had been accepted, and other myriad paperwork and an interview). What the Uni handled was the paperwork (an USCIS form) that served as proof of enrolment and thus that the visa was valid.

So, going back to the ruling, we'll see if DHS complies and keeps issuing visas to prospective Harvard students.

Yeah, that is the open question.  Also, this is just an interim injunction so we will see if it stands up or the appeal courts, and the USCC rule that this is within the power of the executive.

I think what you had in mind is what normally happened in the before times - up until now governments have not really gotten involved in the issuance of student visas, other than to rubber stamp the admission decision made by the university. 

We are going through a similar, more muted, situation in Canada where the Feds have really clamped down on the number and requirements for student visas.

I can make time for piss breaks by substituting duct tape for the little screws. QC doesn't notice.
