Good catch Grumbler.  Sadly, the one that CC mentions, where Noem doesn't know what Habeas Corpus is, is real.

If a mob was attacking National Guardsmen and blowing bridges to isolate the capitol for a hostile army to capture it, as in 1861, I would support a temporary suspension of habeas corpus. Just having immigrants in the country seems insufficient. Fortunately I am in the majority on that...though a smaller majority than I would like.

Only 60% support the right to Habeas Corpus? I guess I should be comforted only 16% oppose it. Though 28% of Conservatives oppose one of the foundations of our legal system. How Conservative of them.

Re-confirmed in 1628 (after which Charles I started the period of personal rule).

And as mentioned before further confirmed and amended in 1679 to prevent Charles II from spiriting people away overseas (especially via his dowry from Catherine of Braganza) to avoid habeas corpus. This is still on the books:

Edit: Basically the disappearing people into foreign jails is something last considered a real risk when people wrote English like that.
