So, I'm supposed to wear business casual this summer when I start work. I'm being told by quite a few people that business casual entails a tie or jacket. I was planning on going with a pair of slacks and a nice shirt, but is that not formal enough?

Slacks and a nice shirt is business casual. Not wearing a tie is usually the point of business casual.
EDIT: of course, you can always call your new employer (HR would be a starting point if they are large enough) and see if they have any idiosyncratic approach to business casual.
Anywhere I've worked or been that was business casual was nice shirt, slacks, shoes. Dropping the tie and jacket normally worn with a full business suit.

Just ask them specifics about what they expect and what people do. Different workplaces have different standards. Don't be the guy on a summer job wearing a blazer when no one else is wearing one.

"I think on everybody wears suits for the first few days. After that, I think most guys wore nice shirt, tie, and slacks but not suit coat."

My department has an absolute lack of dressing code, which is great. I was wearing shorts and a t-shirt today (gets hot in the evening). The obvious exception is field work, since safety clothing and gear might be necessary (and is usually convenient). For meetings with important clients I tend to wear shirt and shoes, but only if I feel like it.
Our office is relatively business. Smart trousers, shirt - only salespeople need ties or coats though.
No rules for women though, so far as I can see. They wear whatever they want <_<
Personally I like it. I think it's good for differentiating work from life.

If I am not sure what to expect, I'll just wear a suit, and put the tie in my pocket. If I need to wear a tie, I can. If I need to take the jacket off, I can.
Being a mostly uniform guy, I don't even own clothes that would qualify for regular business casual.
Though I've been told that a well-kept set of jeans count for "Alaska business casual". :P

We don't realy have any strict dress code at the office, so I usually get by wearing black jeans or slacks, plus either t-shirt or (untucked) shirt, plus normal street shoes.
We have one guy woh shows up every day in suit and tie, but he feels comfortable that way. When we occasionally go to the pub after work or maybe go catch a movie with a few colleagues we have to force him to remove the tie.
I caused some confusion these past two days because I wore khaki slacks, polo shirt and a sports coat. I like to do that sometimes to throw people off.
We essentially have a "smart casual" dress code at work (although with a premise that if we need to meet a client we need to be able to change into a suit).
Smart casual means a shirt needs to have a collar, trousers must not be light blue jeans or military fatigues etc. I noticed that men have problems much more often than women with non-formal dress codes, too.

Hm. I've always looked at business casual as a button down long sleeve shirt (I always feel like a complete tool wearing tucked in polo shirts or short sleeve button down shirts outside of uniform type shit), non pleated pants that aren't jeans (khakis and such), and some sort of closed toe shoes that aren't sneakers or clog type sandals or something (not necessarily dress shoes).
Maybe a tie if I feel like it.

I wear a Company issued polo + jeans to work. There isn't a dress code here, it's just the easiest way.
My cheapass company has stopped giving those out. You can still get them, but you have to pay for one now. :rolleyes:
