Not really.  From the NYT article, Ohio would simply be the first state to legalize both medical/recreational pot without having first had that "medical only" period before legalizing both forms became trendy.

Why is medical in quotes?

Probably based on the idea that in many cases, the perception was that medical marijuana was just a pretext for potheads to make up some kind of ailment and get their fix.

I don't doubt that there are people out there who experience real relief of medical symptoms by ripping bong hits, but I also strongly suspect that not every single person who gets a script for ganja fits in this category.

That's what I figured, but I was wondering if you were doubting the medical benefits completely.
