The instructions, darling. Some positions you vote for more than one (like city council), so you need instructions telling you how to fill it out.

Translating the names is pretty silly. But there are direct democracy laws and bonds and obscure offices that need to be translated. But to be fair many of them are barely comprehensible even when you speak and read English.

It just occurred to me that a single idiot could stall the entire precinct by just occupying the booth and never leaving it.  What a banana republic setup our voting system is.
