Well, in US, we do have a history of making a distinction.  In most place white is still subdivided into "non-Hispanic" and "but not really" subcategories.

Whiteness is decided on an individual basis, not on national origin. Many Spaniards are white. Antonio Banderas is clearly not.

I've given it serious thought. I must scorn the ways of my family, and seek a Japanese woman to yield me my progeny. The more fractious and disunited the members of the federation are the stronger you'll need the federal government to be to actually get anything of substance done.  As it is there's hardly any political will to create a stronger EU government.
