I've always been of the mind that we should extend executions for serious offenders (rapists, murderers, major tax evaders), while rolling up punishment on the other end (decriminalizing drug use and traffick, minor punishments for minor A+B, etc.).

Considering how many responsible taxpaying citizens it takes to support the costs of imprisoning one inmate, 3% is a cripplingly large number.
