Properly legalise weed, legalise prostitution. A lot of the problem solved and California would prove itself to be truly the most advanced state all in one fell swoop.

Very doubtful.  While states in general have a substantial number of inmates in prison on drug charges, given California's liberal attitude toward pot, I would suspect that they have very few prisoners in their system who are there because of pot (other drugs, yeah, but not pot).  And a doubt that any state has a large number of people in prison on charges of prostitution.  I could be wrong about this, but I'd need to see some numbers.
