Commissioned Officers in Aviation Units are commanders and they do not fly helicopters.

End Of Tour Awards are Bronze Stars (without "V") for E-7 and O-1 and above.
Bronze Stars with V, Silver Stars, or Dsitinguished Service Cross, are given ONLY for act of valor under enemy fire.
They have nothing to do with End Of Tour Awards.

During the Surge I got a Silver Star for actions in combat, and an ARCOM (without "V" of course) as an End Of Tour Award.

I always make sure my soldiers get the valorous awards they deserve.
My leaders do the same for me.
It is called the Chain of Command.

And you do not get valorous awards unless deserved.
I got my Silver Star 6 months after the engagement.
It was investigated 3 times by 3 diferent commissions from the Army.
My SAW gunner, who ran through the bullets with me and which provided the support-by-fire that allowed me to jump into the irrigation ditch the enemy was using as a trench, and thus let me shoot the enemy at point blank and roll over their linear ambush, got his Silver Star, signed by our Battalion Commander, downgraded to a Bronze Star with V.

Do not kid yourself. It is not easy to get an SS, or any other medal for valor for that matter.
