Or maybe they realized the paranoia was such it just wasnt worth it.  You know like people going around and saying this gave a "blank cheque" to police etc... ;)

You are correct.  He is instead part of the vast conspiracy within the Criminal Justice Branch of Government that would allow blank cheques to be handed out to the police....  at least in Viper's world.
