It seems the Tories didnt think braving the rhetoric from both the left and right was worth the bother.

Or maybe they realized they were going to far.  It's not like the government has stopped before in face of public pressure, since it's a majority government of her British majesty.

You are correct.  He is instead part of the vast conspiracy within the Criminal Justice Branch of Government that would allow blank cheques to be handed out to the police....  at least in Viper's world.
