Japan is a very shame oriented culture. To be looting at a time like this...very shameful.  According to Hoffstede's index its also a very collectivist culture vs the more naturally individualistic anglo cultures.

Well, talking to friends in the shit there as it were, it seems most people are genuinely concerned for their friends and neighbors and what not. People there pitch in and help out when bad shit happens (This may be the worst stuff to happen, but it's not the first time, nor will it be the last. (6.something quake near Mt. Fuji this morning for example.) The Japanese People are all about Enduring. If I had to be somewhere that all that same shit was happening, I'd pick Japan.

My own theory is that, whenever Japanese face a prisoner's dilemma with another Japanese, they always, always cooperate.  That only applies to Japanese though.  Japanese treat their own and foreigners very differently.

Japanese also self-enforce their social norms.  They don't just obey rules.  They actively enforce them.  If you ride a train in Japan, you'll notice that the people are very quiet.  They don't talk, and they turn their phones to silent mode.  Any talking above whispering level is immediately frowned upon.  In (busy) Japanese restaurants, there is usually a row of chairs outside.  This is the waiting area.  The next available table is given to the party who sit closest to the door.  When that party gets up, the people "waiting in line" are supposed to move to the empty chairs in turn.  Anybody who is not aware of this system will receive barks from the normally impeccably polite restaurant staff.
