They are successful as drug lords are successful - they pander to people's cravings, needs and desires, and couldn't care less if this is harmful to them. Are drug lords evil or just good at meeting the demand? Answer yourself that question and you will have an answer to yours.

I don't think my question had anything to do with evil. Drug lords can be evil AND good at meeting demand.

Years ago I watched this movie where these jerkass college students were poisoning people that they thought were bad and burying them in their garden, and they were planning on killing this Glenn Beck-type guy played by Ron Perlman.  He turned out to be a big faker who was rather clever and intelligent, and then he killed them all.

I haven't kept track of new laws. I do know the Pell grants are up to about a max of 1700 or so a quarter.

5350 per year for first-year students.  I got 4600 for this year, plus a tuition aid grant (TAG) from NJ, the WDP (our local flavor of WIA) program gives me up to 4000 in controlled disbursements toward my first undergrad degree.
