Not to mention the whole passive-aggressive nature of the wording, with things like "States that have not yet abolished the death penalty.."

No idea. Generally Trump is all talk though.

He's mostly talk, but he does like to build up drama too.  He hinted he would pull out of the Paris accord, and hinted Bannon might be fired.

He wasn't telling the generals that, he was telling the press when asked why all the brass on a Thursday night.
