I am actually 100% convinced the first one was botched up for no other reason than massive incompetence, but it may worth noting that how it has transpired resembles a popular Orbanesque tactic:

If there is no public outrage, then awesome: they could turn their intention up to 11 and get away with it.

If there is public outrage, they "back down" and end up implementing something that, if it was the first version, would have received nearly the same level of outrage, but after the first overblown round, people are often relieved, if anything, to get the "watered down" second version be turned into law.

TravelBan 1.0 was stopped by a court order, not public outrage.  As LaCroix pointed out, a majority of Americans are in favor of limiting Muslim immigration.

Those colors represent a party that may very well receive a flat majority of votes from ethnically French voters in the upcoming presidential election. While I quite believe the party's supporters are in many cases cowed by ostracization and violence from expressing their views as you are so pleased to suggest, that was to some degree the case for Trump as well. I don't see that it helps the political process or even your own political views to make the expression of political dissent so socially unacceptable- While you may be dealing with extremists, they aren't fringe extremists.
