Why is is he asking the military for such a plan now? Shouldn't he just be telling them what the plan is so they can execute it?

He said he knew more than the generals did.  The American people decided the were comfortable with that. And now the generals are being removed from the national security process.

This is not at all surprising.  What is surprising is the surprise people are displaying when he does what he said he was going to do. 
Which is why I am very confident in the fact that he will be the first US President to detonate a nuclear device since Truman.  Because he has said he would.  I really don't see why there is any confusion on this matter.

I am with you there. I am just astonished at Congress. I knew American political institutions were not in great shape, but not that they were sick to that extent.
