In several surveys, the overwhelming first choice for what makes Canada unique is multiculturalism. This, in a world collapsing into stupid, impoverishing hatreds, is the distinctly Canadian national project.

With all the generals that have received knighthoods, and the occasional other person (I recall some US service member being honored after stopping a knife attack on a French train), I presumed there is some US law that is pretty much amount to a necessary blanket Congressional approval for monetarily worthless honorifics.

It is more of an issue of whether their loyalty is now divided in some way.  The examples you gave would not put loyalty in question.  For example, the generals in question were given the awards because of the way they discharged their office and obligations to their own nation.

Likewise the people honoured for stopping a knife attack would put their loyalty to the USA in question.
