It is dumb.  I expect the EU to argue that every US state with a sales tax has an unfair tariff.

Well a nice side effect of this is that's increasing the value of the pound relative to the dollar. So that will at least help moderate price increases caused by the tariffs.

The issue is not the VAT but the VAT rebate.

A car exported from Europe into the US bears no tax burden other than the sales tax (and other taxes) imposed on a final sale of the car in the US.
A car domestically produced and sold in the US may include "imbedded" sales taxes paid on intermediate goods purchased in the US because US sales taxes are not value added.
How much impact is there from this?  Unclear - depends on to what extent any intermediate goods incorporated into a car pay sales tax and at what rate.  But given the average US sales tax rate of 5%, it is unlikely to be above the existing 2.5% tariff rate.
