It reminds me of the sort of throwaway line that Pence approved the deployment of the National Guard. Is Pence effectively acting President now? And did this happen because (understandably) the military basically made a call?

It seems it first was the state of Virginia, who mobilized, " forcing" Pence to take action since Trump wouldn't do it.,

Apparently Pence will also not go along with the 25th, so articles of impeachment seem to be the only way.
