I think it's a mistake.

Sure you want to identify systemic racism but then how can racism go away if the state actively promotes race as an important identifying attribute of a person?

So head in sand and pretend there are no differences in experiences and outcomes by that factor?

But how do you identify it if you don't track it?
Being lazy is bad; unless you still get what you want, then it's called "patience".

The state registering a person's race seems unsound. We miss out on a lot of information by the state not registering people's race, political home, sexual orientation, etc. The state having information is not always a good thing. Race seems especially weird since it's even more nebulous than many other things, and there's even a fairly common view that it doesn't even exist.

But you're not registering a race to a person directly. Theres not a file labeled "John Smith: Black." That follows the person around. It's a crime stat.

As I understood it the police does identify race though?
For sure when looking for suspects they use IC codes based on their impression of how a person looks, when registering people for lockup they then use self defined ethnicity code.

I guess the problem is with these not then being passed up the chain?

Race doesn't really have to exist to end up in disparities and discrimination. Much in the same way that someone can think I'm Indian (;)) and denigrate me based on a misidentification.

How do you get a crime stat without determining the race of the victim/perpetrator?

It's a check box on a form. It doesn't follow you around. Theres no secret brain file with your racial info that follows you and can be looked up.

And the form is never filed? That's not how states work.

Indians and non-Indians exist, hence the possibilty of (mis)identification.

Bottom line: I think it's unsound by the state to be an enabler for race-based thinking. Race-based thinking is fundamentally unsound and is the foundation on which racism is built. I think the En Vogue - Free Your Mind approach to these matters is much more sound.

Without the collection of race-based data there is no empirical basis for adjudicating claims of racism.

As I think I explained to Berkut once, colour blindness as a solution is outmoded.
