However, the thing which certainly complicates this from your point of view is that Baltar has been made Vice President. It means he is the only one who can be appointed President through this Administration action.

Actually, didn't Lee blow a bunch away as well?

IIRC, there were 7. Lee killed 4, then 3 more spawned, then the nuke killed 3. Shouldn't there be 3 left now?
