Soccer tackles are almost all on the border of safe. They also happen so fast and in such a way that most of the time the only real evidence the ref has to go on is the result of the tackle. If anything what is needed is an after game analysis by a commitee of experienced refs and players to decide if a player is faking it during the game (without it affecting the game itself post-facto) with heavy penalties for faking it.

The grey area with tackles lies in hitting the player isn't actually legal, having the player trip over you after you kicked the ball away from his feet is legal.

I just don't see the health and welfare of players at great risk. The biggie seems to be the broken leg, which is quite rare, and in any event, these guys aren't race horses. We don't put them down after a broken leg. They generally heal and recover.

The fairness of the game is rather vague, but as it relates to sportsmanship, that is imo best dealt with by severe sanctions against the player rather than the team (though of course a guy that does something like bite a dude needs to be sent off, I just think a sub would be acceptable).
They who can give up essential liberty to obtain a little temporary safety, deserve neither liberty nor safety.
