My understanding is the prez has two things he can do through ex orders.

1) He can tell the executive branch to do anything about internal adminstration as long as it's not expressly covered by statute.  E.g. gay marriage for federal employees.  More transgender contractors.

2) He can tell executive agencies at what level to enforce existing statutes, unless the level is specified by statute.  E.g. Don't deport illegals who have been in the country for X years.  Anyone can go to Cuba.

So I'm *pretty* sure el Donaldo couldn't just pull a 20% tariff out of his ass.

I doubt he will have much common ground with Merkel. Then again she is able to deal with the likes of Putin and Erdogan, so Trump is just another unpredictable testosterone-laden authoritarian she needs to handle.
