You know - and I don't want to credit Trump for this, but maybe he has some advisors who are smart on this - but isn't continually threatening the tariffs potentially a way to get some of the benefits while minimizing the economic damage?

If the uncertainty encourages some industry to relocate to the US, then the threats are somewhat effective in the pursuit of that goal; while not actually implementing them means the US won't see the impact on consumer prices nor the retaliatory tariffs.

Is it a way of trying to have your cake and eat it too? If so, I expect we'll continue seeing "next month" for many of the tariffs for an extended period of time.
