No your conclusion does not follow.  It is not merely "exporting food."  It is monetizing war booty expropriated by a conquering army.  As in any hypothetical or actual legal proceeding, the facts matter.

Raz since you don't seem to be aware,

Russia is occupying Ukrainian sovereign territory, and has illegally seized Ukranian resources of all kinds.  Those seizures include millions of tons of Ukrainian grain.  The grain is seized by occupying forces, transported to Crimean ports under Russian military control, and then loaded onto ships with bogus manifests and disconnected transponders to avoid detection since the entire exercise is unlawful.  The illegally obtained export revenue is then used to defray the costs of Russia's military occupation.

It is not a violation of laws of war for Ukraine to target those shipments.  Therefore, it is not selective prosecution to go after (e.g.) Russian atrocities in Bucha, or Russian kidnappings and brainwashing of Ukrainian children, or Russian targeting of Ukrainian Churches.  The former is not a crime and thus not subject to prosecution.  The latter are crimes and thus subject to prosecution.  Selectivity doesn't enter into it.

Unlawful exports allow you to target civilians?  I was not aware that international law made that allowance.  Anyway, Vladimir Putin has already been charged with war crimes.  It's not like you can't investigate alleged Ukrainian war crimes now as well.

Civilians, their homes, hospitals, schools, buildings of cultural, artistic, and historic significance seem off limits. Everything else seems fair game to me.

But I haven't read all the rules of war to be fair.

NJ governor just revealed that around 6,600 non-citizens were registered to vote because of a software glitch, despite disclosing they were not citizens, and 400 of them voted. 

I really feel for those 400 people, because they may well wind up getting deported through very little fault of their own, or at the very least have some serious bullshit to deal with.  Yes, you can say that they should know they can't vote, and evidently 90%+ of them didn't vote, but it's reasonable to assume that you can vote when a state mails you instructions on how to vote.  It's definitely not the kind of reasonable mistake that deserves being tossed out of the country while being here legally.
