From a purely selfish political perspective...

- Susan Collins is facing a real and present re-election fight in Maine from the left in the midterms.  It could have been purely a move to attempt to hold that off...no spine required.

- Lisa Murkowski comes from a very red state.  Now, I would contend that Alaska is not as purely GOP as others (there is still a very strong independent streak in their brand of Republicanism), but it could easily be read as still sliding that way.  She is not up until 2028...but even that far off could be in very danger of being ousted from the right.

I would say too...knowing the capriciousness of the current GOP, I expect both to be primay-ed by more loyal GOPers anyway.

It's Bannon's flood the zone strategy.  So much corruption and terrible policy decisions are occurring that it is impossible for anyone to keep up.

On the bright side, early indications are the Bill is not going to get the support it needs in the House - I hope that is true for the sake of our American friends here.

Does it give Trump any further powers that the Supreme Court did not already give him?

It sounds like a terrible bill, setting all the wrong incentives and harm those in need of protection, but I did not get the impression that it is an enabling act so far.

Edit: I think in hindsight this bill will be seen as one more step away from the global hegemony the US enjoyed the last hundred years or so.

It strips away the authority of any court to declare any of its provisions unconstitutional.  Sure, that proviso is itself unconstitutional, but the USSC can simply put off ruling it unconstitutional until enough time lapses that they can declare it moot.
