Here's a clue, I may have found this puzzle easy due to a visit to a tall building as a child.

[spoiler]The answer seems kind of bogus.  It would be easy enough for the midget to have a cane or other stick like object to poke the 14th floor button if no one else was there.  Certainly easier than walking 3 floors up.[/spoiler]
