The idea that the US could impose peace on the world just by announcing that the Monroe Doctrine extended worldwide is absurd, and was just as absurd in 1920.  There was no chance that the US would use military force against a Japan allied to Great Britain.  If the US had "listened to" Walker in 1920, Japan would have occupied China earkier and more extensively, with the concommittant greater loss of life in China.
