Not really.  It's a very small group they're poaching.  Whatever is is lost by the rest of the army is not significant, and what is gained by the army as a whole by having these highly specialized elite units by far outweighs what cost there is.

Okay, I just wondered.  It's probably worth any minor reduction of capability anyway.  My impression was that they used these special forces units sparingly , for difficult missions with little room for error.  High reward, high risk type stuff.
