Was that penalty against Germany a bit of a pity call?  Isn't handball a foul only if you actively reach for the ball?

By the rules that's a penalty. But I did say to my dad whom I was watching the game with, that if the score was closer the ref wouldn't have called that.

Seriously?  If you're an attacker, shouldn't you just aim for the hands of the defenders rather than try to get through them?

Yeah. some intention is required. Basically, the ref needs to judge whether it was a natural movement of the arm out of the situation or an intentional grab. As you can guess, the lines are blurry on that.
