So I just bought an ASUS 23" 2ms 1080p monitor with HDMI hookups, since i have an HDMI port on my vid card, and the damn thing's on sale.

I swore years ago I would not go 1080p without HDMI.  So we'll see if this fucker's any good.

Should have it by Tuesday.  my real goal is to have it for ME3, which looks OSSUM.

Does 1080p make any difference in a 22/23 inch monitor?  I ask out of ignorance.

Depends compared to what and for what. Not that much vs movies (besides dot by dot) in 720P.

2 ms makes a big fucking deal.  Holy shit.

How do you feel about the resolution on a 23 inch? Works or not?

Computer desktops have long been running at higher resolutions than their television counterparts, so for native applications, I would say you wouldn't see much difference.  For video viewing, however... keep in mind that 1920 x 1080 is almost 8 times as sharp as 850 x 480, so the difference between DVD and native Blu-Ray quality is VERY noticeable.

The difference is immediately noticeable.  Quality is much improved.  Screen a little too bright; 2 ms response time actually creates some jerkiness because of bad optimization on some menu screens for Mass Effect.  Overall, a vast improvement.
