Moving it fixed it, not a new battery.  It wasn't working with either the TV remote or the DirecTV remote that was programmed for it. 

I think it might have been because it was too low and the "signal" wasn't getting to the sensor properly, although it's not like it was on the floor or something, just on a small TV stand.   It was annoying as fuck though, whatever was causing it.
