I assume he can't fly out to a safe haven.  If I were Moo Mar I would make my south on land--he's bought a number of friends in sub-Saharan Africa and he can buy some more.  Then from their fly to Venezuela, Iran, or North Korea.

Honestly who cares. He's not like Osama, who was still very involved in al-Qaeda activities from his hideaway (how many years were we all told he was a leader in name only?)

The thing is once a dictator loses their grip on power, they really aren't very effective insurgency leaders from what I can tell. Most well established dictators have relied solely on brute strength to rule for so long that the moment their weakness gets exposed their support is gone forever. It's just like how Saddam really didn't matter much either, he wasn't leading the insurgency and even many of the Ba'athist insurgents weren't really thinking about putting Saddam back in power. Dude was living in a hole trying to keep from getting caught, I'm not sure if he had an end game. I don't know if Qaddafi's ego will let him hide in a literal hole like Saddam was, though.
