How do they define a terror attack? If a Pakistani guy jumps out at someone and yells 'boo!' does that count?

There have been a number of petty and incompetent attacks in Northern Ireland recently for example. I wouldn't include them myself, the groups doing this are splinters of splinters of splinters..........ie mere gangsters.
