A straight reading of the guv's letter laments "the fact that major issues are overlooked while many unnecessary bills come to me for consideration," and concludes, "I believe it is unnecessary to sign this measure at this time."

But a vertical read of the far-left-hand letters in each of the missive's eight lines offers a more blunt explanation: "I f- you."

Why go to the trouble of mimicing the shading of paper that is not perfectly flat only to clumsily superimpose text that is clearly not part of the computer-generated background?

I am sure this made sense to you but seems like a run-on to the rest of us that does not make any sense.

That really is pretty amusing. I wonder if it was intentional...If so, the "I", seems rather weird - who says "I Fuck You" rather than just "Fuck You!"?

I don't think the 'I' was supposed to be considered part of the message.  It comes in two paragraphs, with fuck being in the first one and you being in the second.
