IIRC, the main reason that Hawaii has a large homeless population is its inaccessibility. People go there, end up down and out, and then can't afford to leave. It's like a pitcher plant of homelessness.

Unintended consequences, really.  Hawaii is a really nice place to live.  If people knew you could get free housing if you show up in Hawaii and don't have a home, how many people would take advantage of that?

If you're given a home for free, why would you do anything to take care of it?

Hawaii is also a really nice place to be homeless in.  Never gets cold, moderate temperatures...  If you have MH or drug issues, you may well prefer to live outside.

Yeah, because homeless people are well known to travel across the Pacific on a regular basis 

they don't have to be homeless from the start.  They could be borderline poor and saving for a shot at paradise in Hawaii because they heard there'd be good work there.  And work there was, for a time.  And then they lost their job and they couldn't afford the house anymore.  And they couldn't afford the plane ticket to get back to the mainland either.
