Some Russian site has a video of the shooting.  It doesn't seem clear what exactly happened, but my guess is that given lack of reaction by police immediately after the shot, that they were the ones who shot her.  I would also imagine that it was an accidental shot, since the protesters weren't doing anything extraordinary (by today's standards).
