Probably nothing, just your ordinary ineptitude, Pence was probably recalled for some nonsense reason, and the people in this administration don't realize pool reporters and people who follow the movements of the Pres/VP get concerned when things super out of the ordinary happen. Probably also don't realize saying "there's nothing going on", but not giving a simple explanation is prone to causing dangerous speculation.
