Does Wharton have an undergraduate program?  Does not compute.

It all comes back to us, the voters (collectively, of course).  If voters punished parties consistently for talking the talk but not walking the walk on deficits, we'd have two parties in favor of decreased deficits.  However, as long as the voters think it's logical to yo-yo between the two parties regardless of what each of them does, then why should parties give a shit about anything, whether deficits or treason?
