There is no delayed phase in.  In many major cities and suburbs, median prices are over 500K.  So there will be a hit to new construction, and that hit will be concentrated in the geographic areas most harmed by the removal of the SALT deduction. 

This is not a conservative tax plan, or a libertarian tax plan or a Republican tax plan.  It's the revenge of the Confederacy and the border states against the coastal states.

In the reading I've done there are several ideas in there that are good, like removing mortgage and state tax deductions.  But it seems like they were introduced not because they are good ideas in and of themselves, but in order to pay for corporate tax cuts.

There are ways to sell tax increases, but I don't see who exactly is going to come out in favour of this tax bill.

The reduction in the corporate rate is not without merit.  It would reduce the current incentive to stash profits overseas.  It would reduce the incentive for tax inversion.  Many, if not most, Americans would see an increase in the value of their retirement savings.
