Taking into account the anticipated jump of 49% that BlueCross ScrewFirst has already announced, my healthcare premiums in 2018 will be roughly as much as my mortgage.  :yeah:

My health insurance premium for the past year has been about $600 more than our mortgage.  And people wonder why I'm against Obamacare.

He's not charging those premiums; your for-profit, we-know-you-need-this-so-we-are-going-to-price-gouge-you insurance company is.

I wonder if there's anything Congress or the State governments could do to lower those premiums?

Could? Sure. Would? No way- the way they see it, government-regulated coverage is halfway to government-provided coverage. Even most of the ones who don't hate regulation on principle tend to believe the government's already got its hands full regulating and managing the Medicare and Medicaid programs.

Oh, yes, they would.  How do I know?  Because they are already regulating insurance, often heavily, and have been for many decades.  This is why all these stories about health insurers go something like "planning to raise rates" or "is requesting to raise rates".  Because those plans and requests actually have to be approved by regulators, and those regulators are either elected or appointed by elected officials.

Can the states mandate insurance companies to lower premiums, or prevent them from raising them?  Yes, they can, and they often do.  It's almost invariably a stupid way to regulate, though, because insurers will just go bankrupt or leave the market.  You can mandate what insurers can charge, but you can't mandate them to make a profit when they pay out more than they take in.
