While in practical terms, that would likely get the bulk of Dems...unlikely there'd be enough Republican defectors.

Paul Ryan calls himself a "policy guy" but he really isn't--he's an ideologue at the most academic level.
What he wants is to use the budget as his own personal experiment in economic theory.  And yes, he is a tool.
