Sorry, I just encountered this opinion (i.e. that they were victims) very recently, and was quite surprised as I thought it was pretty much universally held that they were a death cult. So I was wondering if there is any substance to this claim outside of the tinfoil hat crowd.

No one outside the tinfoil hat crowd (and anti-government groups) claim they were victims of anyone other than David Koresh. In fact, had not children been allowed out during the talks between the Federal authorities and the Davidians, everyone in there would have died in that compound.

However, we now know that Janet Reno was misinformed by the FBI about what was going on inside the compound to press her to approve an immediate final assault, despite the fact that the Davidians in the compound were heavily armed and not willing to surrender at all.

The hostage negotiations team was becoming increasingly concerned with Koresh's despondency and his constant refusal of the FBI's offers of access to media, as he had earlier requested, in order to complete his prophetic writings from God.  They had every reason to believe he was cruising for a mass suicide by that point.  It was only a matter of time, so they went in.
