What is the point of this 11B4V?

I find this very questionable since almost all the cases of violence are places with on going civil wars or insurgencies.  In some cases the countries don't have any government like Somalia.

I'm sorry, I only skimmed that list of panic, but how many of those attacks were carried out by Muslims in Europe?

There was a big fuss about this in the UK a little while back. The Archbishop of Canterbury was "proposing Sharia law" being enforced in the UK according to some papers. He was actually talking about arbitration for things like marriages, estates etc; UK law would still remain paramount. During the minor furore it was revealed that we have had Jewish courts (Beth Din I think they are called), expressly permitted by statute, for well over a century; that defused the issue somewhat.
