The issue here is less hitting Hamas HQ - if only Israel could stick to hitting Hamas in Gaza there'd be far less of an issue - but launching an attack on a neutral (even "neutral") 3rd country. That's pretty messed up.
That's the risk "neutral" countries take on when harboring terrorists.  It wasn't that controversial of a concept in 2001.

The US asked Qatar to host Hamas back in 2011. Until 2023 Israel supported this too.

Of course Hamas were fine with this because Qatar already had huge leanings in their direction. But let's not pretend this is equivalent to Al Quaida in Afghanistan.
It's like if Russia decided to bomb Sweden- quite a step up from their attacks in the UK and Spain.

Or if the UK bombed Libya.

100% does not apply here.  It has been well understood and accepted that Qatar maintains a diplomatic office so that it's possible to have negotiations with Hamas. Israeli officials have often travelled to Qatar for exactly that purpose; the head of Mossad just went there last month.  This is not a rogue nation harboring terrorist bases; this is a neutral Arab country that agreed to host a diplomatic office as an accomodation so that other countries, including Israel, can communicate with Hamas.
We have, accordingly, always had plenty of excellent lawyers, though we often had to do without even tolerable administrators, and seen destined to endure the inconvenience of hereafter doing without any constructive statesmen at all.
