Got 3 minor and 1 Unrest.  I was going to move the conversion in Haalrem to Flushing, and now I will flip Haarlem, Mons and Amsterdam. Unrest in Amsterdam.

My understanding of the unrest is that this means I only get credit for 2 new spaces and Spain loses credit for the Key, and so loses a VP.
